This story is a tale of the French Revolution. Dickens describes Paris full of Jacobins run amok as if it were an inferno of demons. Seeming to draw parallels from the situation in France to that of England, Dickens implies that if the British Upper Classes will not deal with the problem of providing for the health and education of the people, they too may fall victim to the brutal mob.
